Leadbeater begins by acknowledging the difficult position the UK Labour party is in, as the Conservative government released a budget that managed to blend austerity with a Living Wage, showing their willingness to search across the political spectrum for policies. Leadbeater argues that Labour must also adopt policies that may seem heterodox but can mobilize the public. Among his fourteen suggestions was for Labour to support a universal basic income.
